Dubai Municipality Launches Advertising Content Guidelines To Enhance Dubai’s Urban Landscape And Preserve Its Visual Identity

Dubai Municipality has launched the Advertising Content Regulation Guidelines for the Emirate of Dubai, establishing unified standards to enhance the quality of outdoor advertising content and design while preserving the city's visual and cultural identity. The guidelines provide a comprehensive reference for the development of advertising content, encouraging creativity and innovation while ensuring that advertisements complement Dubai's urban landscape and contribute to its visual appeal.

The guidelines form part of Dubai Municipality's continued efforts to develop and regulate the emirate's outdoor advertising sector. They complement the existing regulatory framework by introducing standards specifically addressing advertising content and creative execution, taking into account advances in digital technology and artificial intelligence, as well as the growing diversity of advertising formats and platforms.

The guidelines provide brands, advertising companies and designers with a clear reference for developing advertising content in accordance with approved requirements from the earliest stages of design. They aim to promote greater consistency in advertising quality and ensure that creative content reflects Dubai's character, cultural identity and evolving urban environment.

The standards cover written content, images, logos, animations, promotional displays, interactive elements, and the use of landmarks and symbols. They address key considerations relating to content clarity, design quality, consumer protection, public safety and respect for local identity and cultural values.

By establishing consistent requirements, the guidelines also aim to simplify procedures, improve the customer journey and support more efficient development and review of advertising content. This approach provides greater clarity for industry stakeholders while encouraging responsible creativity and higher standards of professional advertising design.

The guidelines are intended for stakeholders across the advertising sector, including advertising agencies, brands, businesses, government and semi-government entities, and service providers involved in outdoor advertising.

Bader Anwahi, CEO of the Public Facilities Agency at Dubai Municipality, said: "Outdoor advertising is an integral part of Dubai's urban landscape and the everyday experience of residents and visitors. As the city continues to develop and advertising technologies evolve, it is essential that we maintain clear and consistent standards that support creativity while preserving the quality and identity of our public spaces. Through these guidelines, we are establishing a comprehensive framework that enables advertisers and creative professionals to develop innovative and responsible content that complements Dubai's built environment and reflects its position as a global centre for business, tourism and innovation."

He added: "Our approach to managing outdoor advertising goes beyond regulating individual advertisements. It is about ensuring that advertising contributes positively to the city's visual environment and remains consistent with the character of its public spaces. This requires continuous engagement with the industry, ongoing monitoring and the development of standards that respond to emerging technologies and changing practices. Through these efforts, we aim to strengthen the quality of Dubai's advertising landscape while supporting the responsible growth of the sector."

The Advertising Content Regulation Guidelines reinforce Dubai Municipality's broader approach to managing and enhancing the emirate's urban environment by establishing consistent standards for advertising content alongside the continued development of the city's built environment.

The guidelines also support compliance with applicable legislation and approved standards, promote road user safety and ensure that advertising content respects the societal and cultural values of the UAE, contributing to a more cohesive and visually appealing urban landscape.
